New TPB Chair, Fairfax County Supervisor James Walkinshaw, and Vice Chairs, City of Gaithersburg Councilmember Neil Harris and District of Columbia Councilmember Matthew Frumin, presided over their first TPB meeting of the year on January 22. In 2025, the TPB will prioritize Visualize 2050 National Capital Region Transportation Plan completion and approval, roadway safety actions, and implementing environment-related recommendations and projects to lower emissions while bolstering the region’s transportation resilience. Winter Board Information and Action Items

January 22 Board Meeting

In January, the TPB approved nearly $3 million in Transportation Alternatives Set-Aside funding for District of Columbia transportation projects including $2.1 million to rehabilitate the Capital Crescent Trail. Other items included: approval of a new TPB Community Advisory Committee cohort and CAC chair, inclusion of Transportation Resilience Improvement Plan (TRIP) projects in the Visualize 2045 National Capital Region Transportation Plan, and review of preliminary 2025 transit asset management targets and the draft FY 2026 Unified Planning Work Program.

TPB Community Advisory Committee members (COG)

February 13 TPB Community Advisory Committee Meeting

TPB staff and new CAC chair Daniel Papiernik (Virginia) welcomed the 2025 Community Advisory Committee (CAC) cohort in February. The CAC’s 24 members represent 13 TPB member jurisdictions. Members received an orientation and an update on the DMVMoves initiative. At future meetings, the CAC will preview the National Capital Region Bicycle and Pedestrian Plan and Freight Plan, safety initiatives, and Visualize2050. Members discussed how they are "acting locally” through their ongoing work on neighborhood newsletters, trail improvements, supporting legislation on land value transfer, school safety volunteerism, the Urban Land Institute’s Healthy Communities Initiative, and strengthening ties between transportation, land use and safety in rural areas. February 19 Board Meeting

At the February 19 board meeting, the TPB approved final 2025 transit asset management targets for revenue vehicles, including bus, rail, and service vehicles useful life, and rail track, systems, and signals with performance restrictions. The asset management targets also include the conditions of administrative, maintenance, and passenger facilities. 

Lyn Erickson, TPB Plan Development and Coordination Program Director, provided an overview of the draft TPB Unified Planning Work Program (UPWP) for FY 2026, which will be effective July 1. The TPB board will be asked to approve the UPWP at its March 19 meeting.

New TPB activities and projects in the UPWP for the coming year include:

  • Visualize 2050 and FY 2026-2029 TIP Approval
  • Safety activities
  • National Capital Region Bicycle and Pedestrian Plan Update
  • National Capital Region Freight Plan Update
  • Resiliency - analysis on impacts of extreme heat to transit riders with particular focus on access to critical infrastructure
  • Emission reduction activities
  • Gen3 Travel Model beta version release
  • Regional Travel Survey

Dan Sheehan, TPB Transportation Operations Programs Director, briefed the board on the Commuter Connections annual work program, which includes alternative commute program projects and services to help improve traffic congestion and meet regional air quality goals. Intercity Travel Study 

TPB Transportation Engineer Eric Randall presented the results of the 2024 TPB Intercity Travel Study, which collected regional information on intercity bus and rail travel. The final report includes research findings and the results from a traveler intercept survey. Explore the study’s interactive summary.

Bike to Work Day is May 15! This is a free event that encourages DMV commuters to cycle to work, offering services and activities at over 100 pit stop stations across the region. TPB and Commuter Connections will share more information in the coming weeks. Register now.
