TPB establishes new Regional Transportation Resilience Subcommittee

On October 16, the Transportation Planning Board (TPB) approved Resolution R2-2025, establishing the new TPB Regional Transportation Resilience Subcommittee. Stemming from this past year’s initiative to formalize the TPB’s resilience activities, the subcommittee will provide a forum and framework for the coordination of transportation resilience planning throughout the National Capital Region.

The U.S. Department of Transportation, state departments of transportation, and local agencies are emphasizing the need to consider the impacts of climate change and intensifying natural weather events on transportation infrastructure, operations, safety, and service levels. To support coordination of resilience-related planning, the TPB prepared a National Capital Region Transportation System Climate Vulnerability Assessment and the National Capital Region Transportation Resilience Improvement Plan (TRIP) in 2023-2024.

An adopted TRIP can lower the non-federal construction match for projects funded by the Federal Highway Administration’s Promoting Resilient Operations for Transformative, Efficient, and Cost-Saving Transportation (PROTECT) program from 20 percent to 13 percent, and integrating that TRIP into the National Capital Region Transportation Plan (Visualize 2050) can reduce the match to 10 percent.

The new subcommittee will aim to enhance the resilience of transportation systems and infrastructure, mitigate potential current and future risks, and build community resilience with a focus on equity to better adapt to impacts from natural hazards.

The inaugural meeting of the TPB Regional Transportation Resilience Subcommittee is scheduled for November 14, 2024, at 2:00 P.M. and will be hosted in a hybrid format.
