    Place + Opportunity: Strategies for Creating Great Communities and a Stronger Region

    Place + Opportunity: Strategies for Creating Great Communities and a Stronger Region is an initiative by the Metropolitan Washington Council of Governments (COG) to strengthen Activity Centers, the places that will accommodate much of the region’s growth in coming decades. This project identifies goals, strategies, and tools to assist local governments and other regional stakeholders in making investments in Activity Centers that enhance quality of life and strengthen the local and regional economy.

    What Do People Think About Congestion Pricing?

    A report of a study on the public acceptability of congestion pricing in the Metropolitan Washington Region. The TPB carried out the research for this study in partnership with the Brookings Institution. The Federal Highway Administration (FHWA) provided grant funding for the research through its Value Pricing Pilot Program. The TPB also engaged the non-profit organization AmericaSpeaks to guide the design and implementation of the five deliberative forums that were the primary research vehicle for this study.

    Air Quality Conformity Determination of the 2013 CLRP and FY 2013-2018 TIP for the Washington Metropolitan Region

    This report documents the assessment of the 2013 Constrained Long Range Plan (CLRP) and the FY 2013-2018 Transportation Improvement Program (TIP) with respect to air quality conformity requirements under the 1990 Clean Air Act Amendments. The assessment used criteria and procedures contained in the Environmental Protection Agency (EPA)'s final conformity rule, published in the November 24, 1993 Federal Register, with subsequent amendments and additional federal guidance published by the Environmental Protection Agency (EPA) and by the Federal Highway Administration (FHWA) and the Federal Transit Administration (FTA). The assessment is a responsibility of the National Capital Region Transportation Planning Board (TPB).

    The Financially Constrained Long-Range Transportation Plan, or CLRP, identifies and describes all regionally significant transportation projects and programs that are planned in the Washington metropolitan area between 2012 and 2040. The CLRP is updated annually and this year's update was adopted on July 18, 2012.

    Metrorail Station Access Alternatives Study - Final Report

    Metrorail ridership is projected to continue to grow over the next two decades, reaching nearly a million daily rail riders by 2040. A key aspect of accommodating this growth will be simply getting the passengers to the stations and onto the trains. In an atmosphere of competing priorities, state-of-good repair investments will receive the bulk of funding, making the estimated 30,000 spaces required if the current Park & Ride arrival mode of 30% remains constant all the more difficult to fund. In addition, WMATA has a strategic objective in using its station areas for transit-oriented development, rather than for additional parking resources.
