Summary

Agreement among DC Water, the District of Columbia, Fairfax County, Montgomery County, Prince George's County, and the Washington Suburban Sanitary Commission for the purpose of 
-- Allocating the treatment capacity of Blue Plains and other associated facilities; 
-- Equitably allocating capital and O&M costs; 
-- Defining pretreatment, operational, and biosolids management requirements; 
-- Defining a process for future wastewater treatment planning; 
-- Providing for continuing coordination, cooperation, and communication; and 
-- Providing for environmental stewardship.
