TPB Access for All Advisory Committee

The Access for All Advisory Committee (AFA) advises the Transportation Planning Board (TPB) on transportation issues, programs, policies, and services important to traditionally underserved communities, including low-income communities, underrepresented communities, people with limited English proficiency, people with disabilities, and older adults. The committee identifies issues of concern in order to determine whether and how these issues might be addressed within the TPB process.

The AFA typically meets five times a year on the fourth Monday of the month at 12:00 P.M. Meetings are held in a virtual-only or hybrid format. Hybrid meetings include an in-person option held at the Metropolitan Washington Council of Governments office and a virtual format.

Committee meetings are open for members of the public to watch and listen. Public feedback should be directed to the TPB’s monthly board meeting. Learn more about submitting your comments on the TPB Comment Form webpage.

Membership

The committee membership is composed of community leaders from around the region, including individuals, representatives of nonprofit groups and other advisory committees. Ex-Officio members work for a state or local agency, a transit provider, or are a private provider of transportation services.

    Enhanced Mobility Program Case Studies

    The case studies describe projects receiving U.S. Federal Transit Administration (FTA) Enhanced Mobility of Seniors and Individuals with Disabilities Section 5310 program funding, as well as funding from previous New Freedom and Job Access and Reverse Commute (JARC) programs. 

    COG serves as the designated recipient for the Enhanced Mobility program in the Washington DC-VA-MD Urbanized Area. The National Capital Transportation Planning Board (TPB) at COG solicits and selects projects aimed to improve mobility for older adults and persons with disabilities.

    Program Management Plan for Enhanced Mobility of Seniors and Individuals with Disabilities funds (Section 5310)

    This Program Management Plan (PMP) outlines the policies and procedures the Metropolitan Washington Council of Governments (COG) will use in the management and administration of the Enhanced Mobility of Seniors and Individuals with Disabilities Program. This new program, created under the two-year transportation authorization, Moving Ahead for Progress in the 21st Century Act (MAP-21), offers limited funding to certain qualifying organizations to enhance mobility for seniors and persons with disabilities by providing matching grants for programs to serve the special needs of transit-dependent populations above traditional public transportation services and Americans with Disabilities Act (ADA) complementary paratransit service. COG, as the administrative agent for the National Capital Region Transportation Planning Board (TPB), is the designated recipient of Enhanced Mobility funds for the Washington DC-VA-MD Urbanized Area; and COG is the administrative agent responsible for all of the TPB’s procurement, accounting, and legal activities.
