MWCOG is seeking a collaborative senior manager who will assist in building and administering workforce training programs across multiple local jurisdictions. The Senior Manager of Workforce Programs will architect each program’s calendar, funding plan, staffing plan, recruiting strategy and standards, and curriculum.

Description:

EXAMPLES OF WORK:

  • Work with stakeholders and funding providers to build work-based training programs, including staffing plans and funding sources.
  • Establish recruiting standards, processes, and timelines that promote each program to the widest possible audience of qualified applicants.
  • Gather program requirements and metrics from sponsors and develop programs to meet them.
  • Ensure compliance with grant requirements, including the creation and submission of reports required by funding organizations and sponsors.
  • Oversee program staff and teams.
  • Design curriculum and enlist faculty to achieve program learning objectives.
  • Facilitate guest speakers and field trips to supplement training curriculum with real-world networking opportunities that reinforce learning.
  • Build and own program budgets.
  • Support proposal and grant request efforts.
  • Assemble hiring and contracting plans for program faculty and mentors.

Required Qualifications:

Key Attributes

  • Experience with grant and proposal submissions to federal, state, and regional funding authorities
  • Experience building progress reports for grant and funding tracking
  • Experience building and monitoring program budgets
  • Experience designing and executing creative recruiting processes to attract and identify high-potential cadet candidates from diverse communities
  • Familiarity with technology delivery projects including Agile/Scrum projects for business stakeholders
  • Familiarity with cybersecurity roles, framework, resources, and technology
  • Ability and interest to perform a variety of work using a variety of technologies and skills, including learning new technologies
  • Planning and organizational skills
  • Flexibility to support projects at disparate client sites across the NCR (National Capital Region)

Education and Experience

The ideal candidate has eight to ten or more years’ of experience in building workforce programs within one or more technology domains or an equivalent combination of education and professional experience.  Bachelor’s degree in human resources, Personnel Administration, business, public administration, or a related field required. Thorough knowledge of the principles and practices of modern human resources management, including benefits administration, training, techniques of recruiting, selection and placement; thorough understanding of position classification principles, plans and methodology; ability to design, and carry out innovative personnel management concepts and ideas; commitment to equal employment, affirmative action and upward mobility principles; good knowledge of employment law, ability to keep abreast of changing laws; good knowledge and principles of organization and management.  Experience with CostPoint and ADP highly preferred.

 

Computer Knowledge and Skills

Proficiency and knowledge of word processing, spreadsheet, presentation, human resources information system, Internet, and desktop publishing software necessary. 

Communication Skills

Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.  Ability to write reports, business correspondence, and procedure manuals.  Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.  Ability to communicate in a clear, concise and effective manner, both orally and in writing.

Mathematical Skills

Ability to calculate figures and amounts such as discounts, interest, percentages, etc.  Ability to apply statistical concepts.

Reasoning Ability

Ability to interpret personnel policies and practices and make appropriate decisions; good judgment, initiative, ability to maintain confidentiality
