Description:

The program at COG receives approximately $5M annually from the FTA’s Section 5310 program.  The individual in this position will possess knowledge with program contracts and procurement, budget review and reporting, project coordination, and compliance information gathering and reporting skills that will assist the Enhanced Mobility Program Manager and the Director, Transportation Operations Programs.  The position is within the Transportation Operations Programs team of the Department of Transportation Planning.  The EM program complements the TPB's Human Service Transportation Coordination Program (HSTC).  This position will be the primary staff responsible to provide support in administering the EM program, as per FTA guidelines, including grant management and operational support to the grantees. The Grants Program Analyst will provide support for conducting grant solicitations.  This position will collaborate with other Transportation Operations Program team staff in the implementation of the EM program.

The employee functions as a DTP Grants Program Analyst and will help in monitoring contracts and reviewing/reporting on budget activities associated with the program. The employee in this class also has budget monitoring and verification responsibility for the multiple EM program subrecipients and will assist the Program Manager with the reviewing of invoices, budget reports, budget adjustments and contract amendments as well as monitoring contract performance.  This will require coordination with COG’s Office of Finance and Accounting to achieve day to day program goals.  The employee in this class must use a high degree of resourcefulness and initiative in coordinating with and serving the regional needs of multiple agencies and organizations.  A high degree of professionalism and political sensitivity is demonstrated in frequent contacts with subrecipients, the FTA and other local and state governments, private and public sector organizations and internal staff. The employee must reflect and emphasize COG/TPB's primary roles of metropolitan-wide coordination and service to its member organizations.

 

EXAMPLES OF WORK

Assists project Director and Manager to monitor budgets to ensure the dollar resources stay in line with project needs;

Monitors subrecipient contracts and assures timeliness and quality of work products and coordinates with management to reconcile and fix financial discrepancies;

Uses third-party grants management software to collect quarterly and annual progress reports from subrecipients;

Assists in the preparation of financial information for the COG annual budget; 

Reviews information from COG’s financial management/accounting system and shares reports with management when readily available, project financial and resource data and identifies discrepancies between TrAMS and internal financial management reports;

Monitors financial reports on the status of project billings and collections and tracks subrecipient expenses; 

Represents the department in discussions regarding financial management concerns; 

-Obtains compliance documents, such as titles, and coordinates lien and title release for Section 5310 vehicles;

Designs and maintains project contract files to track contract budgets and expenditures; 

Gathers and reviews insurance requirements from subrecipients and coordinates with Office of Finance and Accounting for approval;

Gathers and reviews annual FTA Certifications and Assurances from EM subrecipients;

Attends and assists with subrecipient site visits and vehicle inspections;

Assists with bi-annual 5310 Program solicitation administration and on/off-site events that coincide with solicitation needs;

Coordinates with subrecipients to gather compliance documents (e.g., Title VI, Project Assurances, etc.) for management review;

Tracks and reports DBE spending and shares information with Office of Finance and Accounting;

Assists with preparation  of the Annual Rolling Stock Report;

Establishes and maintains excellent contacts and working relationships with program contractors, and with public and private sector agencies and organizations as appropriate.

This job has no supervisory responsibilities.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

Knowledge of the methods and techniques of contract review and monitoring, budget monitoring and review, project monitoring, and good research and analysis skills. Ability to manage complex, multi-part programs.  Ability to speak and write with clarity and effectiveness, and to promote and build popular support and teamwork among individuals and organizations.  Strong consensus-building skills a must.  Ability to provide guidance and interact with a team of professional employees.

Education and Experience

Three or more years of progressively responsible experience in development, management, or operations of projects or programs; general understanding of the transportation planning process and the relationship of contract monitoring and budget review as well as compliance with federal grants. Bachelor’s degree in Public Policy, Public Administration, Nonprofit Management, City and Regional Planning, Business or related field, or any equivalent combination of experience and training which provides required knowledge, skills and abilities.

Computer Knowledge and Skills

Working knowledge of office suite of computer programs and federal grant management systems. Knowledge of FTA’s TrAMS system not required, but a plus.

Communication Skills

Ability to read, analyze, and interpret common regulatory and technical notices, financial reports, grant applications and contractual documents.  Ability to respond to inquiries or complaints from subrecipients, funding agencies, contractors, or members of the public and business community.  Ability to effectively present information to management.

Mathematical Skills

Ability to work with basic mathematical concepts and apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

Reasoning Ability

Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
