COG Regional Awards

Throughout the year, COG celebrates the great work of area residents, organizations, and member governments—from outstanding foster parents to climate and energy leaders to businesses offering innovative commuter benefits to their employees.

At its Annual Membership Meeting and Awards Luncheon, COG brings together many of the region's public, private, and nonprofit leaders to present its three highest honors—the Scull, Kirby, and Freudberg awards.

Elizabeth and David Scull Metropolitan Public Service Award

The award is presented to a local, state, or federal elected official serving a COG member jurisdiction. It is presented in the memory of Elizabeth and David Scull, two Montgomery County Councilmembers, who were strong supporters of COG and regional cooperation. The recipient is selected based on one or more outstanding contributions to the well-being of the region. The award is for a demonstrated contribution and not merely for length of service at COG or another regional organization.
 

Ronald F. Kirby Award for Collaborative Leadership

The award is presented in the memory of Ron Kirby, COG’s former Director of Transportation Planning, whose knowledge, counsel, and leadership helped the region reach consensus on major challenges over the years. The award honors area government executives—department and agency directors, police and fire chiefs, city and county managers—who work collaboratively with elected officials, stakeholders, and their communities to shape a better region.
 

Stuart A. Freudberg Award for Regional Partnership

Since 2021, COG has presented its partnership award in the memory of former Deputy Executive Director Stuart Freudberg, who in his 40-year career at COG forged lasting connections with area leaders to create numerous regional partnerships and programs. The award recognizes a nonprofit, private sector organization, philanthropy, foundation, or individual that provided leadership in support of regional policies or programs endorsed by COG.
